Winter warmers
With the long cold winter we are currently experiencing, and with even colder winters being predicted over the next few years, staying warm will be at the forefront of many people’s minds. But with a corresponding increase in fuel costs many, especially those on tight budgets, may struggle to keep warm
What can I do?
The first thing to do is to make sure you are not paying too much for your energy. You can shop around for your energy suppliers just as you would for any other commodity. If you are internet savvy there are a variety of comparison websites you can use to make sure you are getting the best possible deal. Try using Energyhelpline or Moneysupermarket to see what you can save.
What help is available?
If you are struggling to pay your fuel bills and are finding yourself in arrears, then don’t panic. There are schemes in place to help you, as well as certain benefits that you might be entitled to if you fit certain criteria.
Benefits
If you are already on Income support, income-based jobseeker's allowance (JSA), pension credit and income-related employment and support allowance (ESA) you may be entitled to an increase in these benefits during periods of very cold weather to cover the extra fuel you are using.
If you currently do not claim any benefits at all, but are on a low income or are retired and struggling with your finances, then make an appointment to speak to your local Citizens Advice Bureau. They can perform a benefits check for you to find out what you are entitled to, or can help you to manage your finances if you are in debt.
Winter Fuel Payments for the over 60’s
If you are over 60 you may be entitled to a government funded Winter Fuel Payment. Depending on your circumstances you may be entitled to a grant of around £250 to help you with your fuel bills. This payment won’t affect any other benefits you are claiming.
Warm Front Scheme
This is a government scheme which gives financial assistance in making your home energy efficient by covering the costs of home insulation. Priority is given to those most in need, and unfortunately the budget for this year has already been allocated, but the scheme is still open to new applications for next year, so it is worth applying if you qualify.
To qualify you will usually have to be a home owner (although it can be given to those in rented accomodation in specific circumstances), have a child under 16 years old, have a disability or receive certain benefits (income support, housing benefit, council tax benefit, income-based jobseeker's allowance (JSA), pension credit or income-related employment and support allowance (ESA)).
You will also be entitled if you are 60 or over and are in receipt of one or more of the following benefits: pension credit, income support, council tax benefit, housing benefit, income-based JSA, pension credit or, income-related ESA.

Heating Rebate Scheme
If you are 60 or over, or live with a partner aged 60 or over, but do not claim any of the above benefits you will be eligible for a grant under the Heating Rebate Scheme. This scheme is only available where your central heating system has actually broken down, or where there is no existing central heating system. You can claim a grant of up to £300 and use it for either gas, electricity or solid fuel installations.
Home Heat Helpline
This is a government scheme aimed at tackling fuel poverty. Vulnerable people who are having difficulty paying their fuel bills can call the helpline on 0800 336699 and get advice on cheaper payment schemes, grants for insulating their home and information on how to get onto the Priority Services Register and receive extra services and information on benefits you may be entitled to. Consumer Focus
Consumer Focus provides support and information on energy issues, and also has an Extra Help Unit which offers assistance to vulnerable customers, or those who have been threatened with disconnection by their gas or electricity supplier. You can either call their helpline on 0844 980 0041 or visit their website.
If you are unsure if you are entitled to any of the above, or don’t know how to claim, make an appointment with your local Citizens Advice Bureau who will be able to help you free of charge.
